Catchup for PVP

I had read this was being implemented "Soon TM".

Do you guys have any feel for or faith this will happen relatively soon? I'm thinking about coming to this server, mostly to do arena/bgs, but am afraid of:

1.) 2's and 3's not being active at most hours of the day
2.) The pvp gear grind being much greater than it became on retail
3.) Having trouble finding someone to "take me under their wind" so to speak, and get squared away here
4.) 75% of the playerbase playing warrior, warlock and mage... this doesn't really matter, just being a pain.

The reality is, this is the largest single-server running MoP with a mostly(?) english speaking population.
