Midsummer Torch Tossing quest?! (Horde)

Is the horde torch tossing quest bugged?! I wanted to do the daily for the burning blossoms, but I cant seem to get the flame eater to give out any quest :( I saw alliance players doing it on lordearon server when i was collecting fires, but cant seem to do it on horde side.

Yes, the Horde Quest is broken, because nobody gives you this quest
