It's not against the rules, it just means you're griefing them, aka being a bit of a dick.

It's considered griefing , and should be punished, the guards should actually defend players down there but it's not working here. And the custodian should wait for the player if the player stops.
People have reported him.

It is not against the rules to chain-sap players in world PvP (if repeated and it prevents the other player from playing the game it falls under Griefing which is banable (or at least it was on original WoW)). However he is abusing broken scripts (the custodian does not stop) and the broken guards who won't strike him.
So yeah, report him.

Man I reported someone for this sort of thing on retail WoW after being griefed in such a way for 15mins straight and was told by the GM that while it wasn't nice, it's not against the rules and nothing could be done. So it absolutely was not against the rules on retail, not unless it involved exploiting something in some sort of way or included verbal abuse.
It's what you sign up for on a PVP server, unfortunately.

Nah in this specific area it should not work like that. + a level 1 can sap a level 70 without any problems cause you hit it everytime for some weird reason.
