This recipe is a boe drop when you kill Jandice Barov in Scholomance. You just need to have 285 tailoring and kill him for it. :) just an FYI for recipe collectors.

why would you ever want a felcloth bag when there's ebon shadoweaves available

The mats are much less expensive. 60ish gold for felcloth as opposed to over 600 just for mats for the ebon shadoweaves (around 900 for already crafted).

by the time you've found a person to craft you those you could've farmed gold for an ebon shadoweave instead
