TL/TR. in your setup, of course 2x WF.
The only case you would use FT over WF is if you are using a fast offhand weapon like Malchazeen to replace a worse offhand weapon.
This can be worth it, but would also significantly lower your stormstrike damage and flurry efficiency, since the fast offhand eats your flurry stacks.
Elemental devastation is a talent not worth using during tbc, this got viable in wotlk.
You wont have much more than 5% spellcrit, especially since intelligence gear is a poor gear choice and crit doesnt count to spellcrit before 3.0.
With 5% crit, this talent will give you around 0.1% crit on average.
Thats why we spec into restoration during tbc, usually 0/45/16, to get the 3% hit from natures guidance.
This is, at lvl 70 equivalent to 45 hit rating, which is, at average T4 EP values the same as 1.8 - 2% crit, making this talent between 18 - 20 times better than elemental devastation.
