As I recall, haste is a very good stat for elemental shamans, but its hard to get enough of untill you hit t6 content. I'm not 100% sure of this tho, so perhaps wait for someone with a better answer.

For PVE it will linearly increase your damage and even allow you to transition into a more mana efficient 4/1 rotation with approximately 140 haste.
For PVP it is even more important, it will not only increase your damage and healing, it will also make you less vulnerable to interrupts and pushbacks.

Haste on PVP gear was introduced with arena season 3 on vindicator's gear.
The haste gem was added in 2.4.2, the jewel design requires exalted reputation with the shattered sun. Until the opening of the isle of quel'danas there is no way to obtain it.

Haste becomes your best stat when it is heavily introduced to gear in T6. Crit is only necessary until 35% unbuffed; from there it is SP>Haste until Haste is a stat obtainable through gems and a majority of gear. At that point, still maintain the 35% unbuffed Crit benchmark, but aim Haste.
