Just bought a character thru the Coin Trade system and it did not come with everything it said it would. Character was suppose to have all keys, mount etc.
Character did not have all keys, only had 2.... and no mount. What can I do about this?

Well, I reckon it said that in the Description?
At any point, before you buy character on TBC for example, you can click on that characters name to see armory and from there you can click " See inventory" and you will be able to see if that character has mounts etc. Don't really believe 100% what descriptions say. Also you can try and report this to GM as scamming if the player that tried to sell it lied about the character. Other than that don't think you can do much.

Try sending an email to [email protected] about it. I'm not sure what the policy is about that, but it might just so be that lying in the description is considered scamming and the situation is dealt with.
