I just made a lvl 19 hunter on lorderon. and i was just wondering where all the twinks are? Are there any special twink hours or when do most twinks play, is the twink peaks random?

Outland, the 19s on Outland are altmost active 24/7

On lordaeron every bracket dead except 70s

It's the same as us on MOP, only a small number of 70s are present, but they don't bg, they only duel or arena, the group that run by the mage in a tux are active, but can't been seen so you have to really know them to get them to show up.
tbh, Outland technically killed twinking even more on other expansion; the idea before was for everyone to have at least a twink or two on each expansion, but that remains to be a dream.
