so is it possible to lvl as resto? and if not is there any difference in damage and leveling speed and wpvp while leveling in elemental and enhancement?

enhancement is fastest.

Enhancement is by far the best.
Doesn't run oom so fast and windfury deals tons of dmg.
There are several problems with ele:
- u are always oom and there is no water shield until level 66.
- until outland there is hardly any sp gear available.
- the cast delay from taking dmg is real in TBC. When there are +2 mobs attacking u it can take easily 4 seconds to finish the cast of a single lightning bolt.

As an Enha you will be out of mana too (in Outland server).
Ele in a x5 server is OK because your gear will be bad until you are 70, so you dont really do much damage as an enha unless you get good slow weapons, and that is hard.
I leveled enha and the only good thing was having item rewards from STV Mastery Quests, beside that, elemental IS A GOOD CHOICE because most of your damage is based on SPELL LEVEL (you will be casting mostly lighting bolt), not equipment (like enhancement).
TL;DR
In Medivh, Enha all the way
In Outland it doesnt really matter because either way you will be out of mana.
