Has anyone completed it? I have been there so many times and I didn't see the prisons.

Ive completed it, but its a *****. The prisons only spawn after a server restart. So basically i had to set my hearth to Blades Edge, and if i got lucky and the server crashed or restarted, i hearthed out to BE and opened some of the prisons and hoped that one of the dudes dropped the item. Took me three restarts.

The bug report has been in for a while now that these do not spawn like they should.

Thanks, I had the same idea, actually I used this "method" to complete other previously bugged quests.
