WotLK Shaman Enhancement - "Intellect Build"

Why do i see Enhancement shamans with both(HC and Normal) TOC 25 trinkets from Anub'arak, an quicker main-hand(Royal Scepter of Terenas, for exemple) and some parts with only intellect + stamina ?

Is that some kind of exploit ? ._.

It''s a pretty simple workaround since both wolves and windfury have been lackluster since forever.
The reason this set works is because you gain 30% spell power of your attack power and gain attack power equal to 100% of your intellect through your enhancement talents.

It deals pretty equal DPS like the common EnH BiS gear.
With all raid buffs (except ICC buff) the normal BiS gear sims 〜13140 single target DPS and the double flametongue build ~12940 DPS.
