WotLK DISCIPLINE Priest Spell pen/ Hit rating WOTLK 3.3.5

Hello,

I am looking for cap of Hit rating and spell pene for Discipline. But i saw many top Discipline priest here on Icecrown and Blackrock playing with 0 spell penetration and 1,37% hit rating....... Is spell pene broken in arenas or what? When i am playing in BG every third spell is resist or miss :( so i dont understand .... how they can play with no spell pene and hit cap ...

If all you do with Disc in PvP is heal, then you're playing it wrong.
