Transmog scrolls

How do you guys get transmog scrolls? I asked around and one guy told me there is a chance to get it in heroic dungeons. I did over 150 heroics and i never got it so either they don't drop there or i am very unlucky

It's about how to transmog on Wrath, of course. I don't see anything about heroics, but somebody might know something that I don't know.
