On all sites it is said that a standard trainer can do it, but this is not present on Warmane Icecrown

P.S. Hula Doll is needed, I have found a Vendor in Shattrath. Recipe itself is pretty complicated, so get ready for some farming, especially on Outloand. I will try my luck.
