Massive lag spikes ?

Im having massive lag spikes for nearly 3 weeks now, sometimes it freezes for 15-20 sec, im checking my package loss and it shows 0 during the lag spike

Am i the only one experiencing this ?

I froze for a good 20 sec during raid encounter just now while package test was running and still 0 loss :s
