TBC AXE ARMS Spec

Looking for the answer to why I have around 30% crit with a mace (Thunder) but when I eq my axe Gorehowl I'm sitting at 19% while being spec'd in to polarms/axes. How do I lose crit makes no sense. no enchants on either wep. Thanks for the help guys.
