Two of my characters seem to no longer get scrolls dropping.
One has 10 and hasn't got one in 20+ raids and the other has 1 (after I used about 6-7) and hasn't got any in a while too.
Is there some sort of limitation?

No, there isn't. It's just a low drop chance and luck.
