Transmutation master procc

What the hell is up with the transmutation master proc?
Haven't had a proc for 16+ transmutations.

Was the chance lowered?
And why? It seems even lower than it was on retail

Transmutation Master cost about 400gold and seems like it usles.

on retail i think i got maybe 15 procs of Transmutation master, the last 2 tbc servers i played on i got single digits over the span of 8 months, and 14 months. it will
not happen often to the point that you will remember for a long time when it finally does proc.
