How to get dual spec?

I've heard that you go through this warmane website to access dual spec however when I go to my account settings I don't see anything regarding it. I'm level 48 if that makes a difference. Also I'm using a mobile phone or does it only work on desktop

Go to: My Account -> Services -> Select Medivh -> Select Character -> Coins -> Dual Specialisation. Select "Secondary" and "Activate" then press "Save Changes" First time you do it you have to pay up 100 gold (Not sure if you have that at 48). You have to be logged out of the account for a few minutes for it to work properly (Dont sit on character selection).

I do have 100g saved up for it. So when I activate the secondary spec for the first time then do the skills and save hotkeys and macros. When I switch back to primary then secondary everything will be saved yes? I heard of a glitch where someone had their talents reset everytime they switched specs wondering if that's fixed or if that's how it's intended to work
