easiest ways to earn city rep?

if i want to earn city rep (for achievements/mounts), what's the quickest/easiest way to do it?

i was hoping that i'd be able to just solo dungeons while wearing a tabard, but that doesn't seem to reward any rep. do i just need to do quests in the right zones? does anyone have any tips on how to do this most efficiently?
