Twinking in each lvl bracket

I wouldn't necessarily call my character a twink as I do eventually plan on going to lvl 80, but I've been locking xp for a day or so at each lvl bracket and enjoying the PvP experience in battlegrounds (29,39,49.) However, I've noticed at 49 BGs have been relatively non-existent. Is this an unfavorable level area that most people don't waste their time twinking in or even remotely want to participate in BGs? I've been trying to get up to 300 kills before I go into the 50s.

BTW I'm a disc/holy priest (lordaeron) and have had moderate success and a very enjoyable experience since 29 in BGs. I would get destroyed at 19 so I left that bracket as fast as possible.
