Burning Crusade some Issue with Frost spec

hi

I am new, I play on Outland server and I found some issue with frost spec kindly if you can fix it.

--Elemental Precision--
(Reduces the mana cost and chance targets resist your Frost and Fire spells by 1%).

Reduces the mana cost not working, it should apply to all spell.



--Permafrost--
(Increases the duration of your Chill effects by 1 sec and reduces the target's speed by an additional 4%.)

reduces the target's speed not working, when I add point its show on spell info but when I cast on the enemy it's not working.
This talent should work on spells below.
[Frostbolt] [Cone of Cold] [Ice Armor]

Example
-Frostbolt

260 mana
30 yd range
3sec cast
Launches a bolt of frost at the enemy, causing 429 to 464 Frost damage and slowing movement speed by 40% for 9sec.)

when I add one point and cost on the enemy it will add slowing movement 44%, not 40%.

if i put 3 points it should be slowing movement speed by 50%

also, i found a hunter who immune my frost spell and chill effects and he keeps shooting me ???

Hi. I think that it's visual bug. U can see 40% on debuff but in description of frostbolt is written 50%.
Try to relog after use mana reduce talent.
