[ANSWERED]Question about Magic Item and Bag drop rates?

I have noticed on the few servers that I have tried, mainly The Burning Crusade and Wrath of the Litch King, that I and other players have yet to see Magic Items or Bags drop. I have found Green magic items located in some chests, but Mobs seem to drop Gray Items only? Has the drop rate been significantly reduced or removed completely? If it is the later, how does one obtain gear better than Gray Level prior to tackling Instances?

Rates are untouched. You can also obtain good gear via questing.
