If you're a Horde player in Horde territory, then after several minutes of not taking any PvP action you will be de-listed from PvP and become unattackable by Alliance players unless you attack first.

Players who enter contested territory (zone name in orange) or enemy territory (zone name in red) get listed for PvP automatically.
