Can we talk about the issue with "Getting banned for advertising"

I heard this issue is still going,one of my accounts and friend's account got suspended due to advertising,
some people say is an issue with internet protocols

like someone had your IP in the past and did this thing,
I heard that in the past alot of people got banned for this,such issue must be fixed!
having dynamic IP they change all the time this means someone gets your IP and you get your acc banned for it?
I don't understand,and i am nevous lol

Can someone explain to me how to fix this?
