Why not have the remaining Nelth pvp'ers agree to spend a lot of their free time running around Tol Barad fighting each other? Try to have a gentleman's agreement where solo guys aren't attacked by groups. It could end up being a lot of fun, like it was on retail. A nice thing about world pvp is that just the possibility of action at any time makes the world and thus the server seem "alive," even if nothing ends up happening on a particular occasion.

if you want to save neltharion you need to make publicity and call people from other servers .. do not do these events. kiss!
I'm not sure if Neltharion could be saved. Problem from post lich expansions its the same: majority of players want to advance, so alot of people left the expansion to play Legion. You will not find a server with more than 1k-1,5k players on Cata/Mop, while it seems to be that prior-cata expansions tend to has alot more players, which I don't understand.... (Nostalgics plebs).
Maybe if every cataclysm server merge on a big realm, we could have 4k players in Cata.
