The Justicar and Conqueror titles

Hey. Just finished the rep farm for this title but sadly it doesn't seem to be in the game.
I found this page which suggests it was added somewhere around season 2.

Some of the changes on this page are already active on outland and others are not.

Do you think this title will be added in a later patch or was overlooked and should be in the game already?

It was likely overlooked as the TBC core was built upon the WotLK core, and in the WotLK core the titles are granted by achievements.
