Icecrown - Water graphical update

It's a simple idea, though I've little understanding of how easy or hard it would be to implement nor which expansion provided it. Regardless, I would like to see the water quality made a little bit better. Thank you!

Just disable that **** in dalaran, where 99% of the server is afk pressing a button to go to raids.

Nobody ever sees the water LOL
