60 twinking on Icecrown dead? (horde)

Logged on a few times this week and been trying to get into BGs but the queue never pops (peak hours), and I can't seem to find any 60s online.

Guild is dead too since they went to Outland.

Where is everyone? So far all I can do is gank in outland and bubble+hearth away when 80s come.

60s on horde has been dead since 2015.
