"Display Percentages " Doesn't work

So i was coming here from WOTLK and wanted to start some TBC carrier and i went to customize my interface and i noticed that even with the "" Display Percentages"in interface disabled my targets health are shown in percentages is there any way to change this just like how i was playing in WOTLK ?
