Really? The only thread to your name is one that had "is icecrown down atm?" as its whole content, and was removed once it was back up as it served no purpose anymore.
If u ask me, make another server like Icecrown for the cost of some low populated one and reduce the cap to 8-10k... I doubt anything else will fix the lag and/or que time.
As far i remember on old molten on lordaeron it was 5k players cap and that was pretty enough
