I was digging some info on this and found that binary resists are supposed to happen. Sadly.
However I don't think this mechanism serves any purpose other than to annoy. Partial resist could be some balancing tool, but binary resists... annoying.
Cba to dig through EJ atm, but no there should not be resists on binary spells such as pestilence.

Additionally while browsing through raidlogs I've never seen any instances of pestilence resists on any of the ICC bosses there either.
