Item Levels and Access to Dungeons

My average item level is up to 189.4, yet there are still 4 regular dungeons I'm not able to queue for in RDF. Is that normal? I had thought I read that an average item level of 180 was needed for heroics (which I also can not get into). At this point I don't even want to queue for heroics, but I'm not clear when I'll be able to queue for the level 80 on "regular" dungeons such as Halls of Reflection, Pit of Saron, etc. Thoughts?

As you can read those HC Dungeon requires more than 190ilvl

Not sure if you read my full post. I was asking about getting into those in regular mode, not heroic.

You need to finish FOS the first one if I'm not mistaken. Then only you can proceed to POS. Same with HOR that you need to finish POS first only will open.

fos/pos/hor are part of a quest chain. i believe you accept the first quest outside dalaran bank.
