Yes it will give you the regen for x amount of seconds after casting the spell. If that makes sense to you? Im tired sry :p

Everything Mages do is "Cast".
Just for Clarity, we can say that a spell with long cast is simply a "Channeled Spell". So you have two types of "Spell Casts", Channeled and Instant.
