Conquest Catch-up System Gone?

Was the conquest point catch-up system disabled? If so can someone point me to when/why this happened?

No, just new season.
Example:
0/2200 after cap reset will be 0/3200
500/2200 after cap reset will be 0/2700
1000/2200 after cap reset will be 0/2200 (wont gain any)
2200/2200 after cap reset will be 0/2200 (wont gain any)

Basically you gain up to 1000 cp every week, but if you earn 1000 cp from your current cap you won't receive any additional for next week.
