Missing Some Spells

I went to the orgrimmar's mage trainer, but it doesn't teach me the following spells:
-Conjure food (rank 8)
-Conjure water (rank 8)
-Arcane Brilliance (rank 2)

Is it bug or it is not added on this patch?

These spells are not trained by a Mage Trainer. They are learned through some books / Tomes (that you can find in Auction Houses or as a drop from some dungeons).

In short all of these Tomes drop from (quote from Wowwiki):

This tome dropped from elites in most high-level Burning Crusade dungeons, such as Tempest Keep, Shattered Halls, parts of Auchindoun, The Steamvault, Caverns of Time, Karazhan and also in heroic dungeons.
