What did I do wrong with my druid?

I am new this week to the Outland server after not playing wow for years. I quit sometime after the Cataclysm expansion.

I started a druid and am now level 16. I started the quest for aquatic form, but for some reason I don't have bear form? I googled it, looked it up on Wowhead, and it seems I should have gotten it from my trainer at around level 10.

What did I do wrong? Alliance side if that matters.

You should add vanilla to the end of your searches on google so you get the old quest databases

Just don't get all too cozy with Skinners when you're a bear!

I was mildly dissapointed that Warmane didn't tweak it so that when you skin a bear, you actually aggro every bear in a radius, since you're actually skinning their friend.
