Allow Character Transfer From Account To Another Account

Problem: I have two level 70's on one account (my mess up). I would like to transfer one of my 70's to another account I have. I realize you can sell your character, but I'm not about to buy my character for the minimum price of 270+ coins (that's a topic for another day, the insane cost of character minimums). Charge 20-30 coins to transfer a character to another account.
