Burning Crusade Cant unlock xp / transfer bank char to Outland from Mediv

Hi!
So with upcoming mediv deletion I wanted to transfer my characters to Outland. I transfered my main toon and wanted to do same for my bank char. Unfortunately it was below lvl 19 required to transfer. So I thought to myself ok no problem I can lvl it up pretty fast and be on my way to Outland. Unfortunately my xp gain is locked and surprise surprise there is no option to unlock it in the account panel.
So ofcourse I made a ticket but had no response for 3 days now. If there is any staff member reading this Could your please either unlock my xp gain or transfer the toon to Outland.

PS. creating a new character and transfering the stuff would ofc be viable but It will be the last resort as I have bank slots bought out and dont want to loose them, also its a lot of work...
