Sons of hodir problem?

Hi,

I have exalted with sons of hodir. Didnt play a long time. Come back, try to find vendor to buy enchant, he isnt there. I removed AT WAR, but still nothing?

Some bug? Someone killed him???

U need to do the entire quest chain. Probably u got exalted to them using tokens and not doing the quest chain. U need to complete the quest chain to unlock the the NPC
