Burning Crusade Blue PVP gear for Rep

I'm looking for the blue pvp gear you can buy for rep but the quartermaster that it says it's at doesn't sell them. Am I missing something?

I'm trying to buy the Dragonhide Legguards that the Cenarion Expedition quartermaster sells that requires Honored to purchase, but he doesn't sell them?

Are they even in the game?

from what i could find with a google search, those legguards were added in patch 2.4. bt was released on retail in patch 2.1, so if they're releasing items according to game progress, those legguards wouldn't be in game yet.
