Is the runn tum tuber drop rate bugged? I have killed Pusillin in Diremaul about 20 times now and have yet to get the recipe is someone using something other than that recipe to get from 275-300 cooking?

You can hit to 300 with fish recipes. ALso a cooking quest in Silithus giving recipe to hit 300 easily.
Also, dude... you can easily find a guide like "Cooking 1-375 guide" on google.
