WotLK why i cant gain haste rating with 3/3 celestial focus

is celestial focus is bug? ? because i can not gain 3% haste with 3/3 celestial focus..please help

If you're judging purely by the number you see under your haste rating, it doesn't show there. You're still getting the haste though. You can test it by speccing out of the talent, checking the cast time on any spell and then speccing into it and checking again. You will see a difference in cast time.
