95% of the time there are not enough players online to have an AV or IoC, so we just end up having a 5 minute bg that ends with no winner, for lack of players.

It's a complete waste of players' time. This has been going on for a long time, and it would be great if it could be fixed so the 40 man bgs don't pop unless there are enough players to fill them.
