WotLK Do low level rare pet spawn?

Hi
I`m a MM hunter lvl 80 and I want a rare spider. I have been tying to tame "Terror spinner" in Zul Drak but because of all the other players someone else is always ahead of me to kill it. :(
I do have a life so I can´t search 24/7 so I thought I could tame a low level spider and spend my time to level it up instead of waisting weeks at Zul Drak.
I have been searching at 3 different locations for rare spiders in Dustwallow Marsh, lvl 39 spiders, for days now and I can´t find them!? No onther players around and according to wowhead the spiders only have like one place they spawn!?

So my question is: Do low level rare pets even spawn?

I have tamed rare pets before and I know it can take time but have any one tamed a low level rare?

I have seen low level rare beasts around Azeroth, I can't recall which ones and can't speak for the rares you're specifically are looking for but rare spawns do seem to work.
