Alchemy - Elixir master, is this specialization working?

Whenever I played WoW on some servers, I would always take alchemy and elixir master. In the beginning on Icecrown (2, 3 years ago) I had Elixir Master and it would proc frequently, but now, in the bast year or so I'm starting to think: does this even work anymore? I haven't gotten a proc in ages. It's all x2 x2 x2 x2.
Did they lower the proc chance? What the hell is going on?

I have elixir mastery and it procs a reasonable amount for me, not super often but enough to help out a bit. Maybe the RNG gods are just punishing you at the moment lol

Works for me fine I even see it adds x3 sometimes.
