Hello ! I was wondering if this quest to get the qiraji legendaray mount is working on Outland ?

The gates are already open so you can't get the mount. You can only get it via donation on a exalted acc or bribe someone with an exalted account to buy the mount on a character and sell it to you via marketplace trade.

As for the chain, I believe the BWL part does not work but I could be wrong.

You get the mount by buying it from the store for 150 coins with an account at Exalted status or by buying a character from an account that has bought it, simple as that matey.
