Fixed?Ye sure....

I just want to ask why alot of the quests or let say bugs in bugtracker said they are fixed but they are not ? and most of the topics are from like 1/2 years and they are still bugged...and when they gonna be fixed??And when u make new topic about the same bug it gets dissmissed?
