What item should I buy on VP?

As stated, I could buy one item for my druid tank. U can check the char bellow on armory:

I am looking to buy a tank cape, and I'm not sure what to pick between these two:

I tend more towards item nr. 2 , beacuse it gives me about +500 armor. Also, I am hit capped, therefore the hit rating given by the item nr.1 is useless. But, first item has a gem slot, that would give me @ +20 stamina. What to pick?
Should I buy something else?
PS: are there any BOE items on vote points available to purchase?

Icebound cloak is better if you are def capped (540 defense) and hit capped (7%). The gem slot could get you at most 30 stam which wouldn't be as helpful as the 500 extra armor you get from Icebound. Bears only avoidance stat is dodge, so mitigating the blows that do land are even more important and armor helps with that. Also did I mention dodge was a useful stat for bear? Yeah take the dodge cloak.

Also there are no boe vp items.

Disregard the def cap, bears are all def capped via a talent.
Thought I'd also go for the Icebound, armor is awesome and always welcome.
