[ANSWERED]Rated Arenas below Max Level

A while back ago players 70<=(level)<=80 could be able to make arena teams and play rated arenas, however, it seems that we cannot do it anymore. 70 twinks used to be able to get season gears, but now, we cannot make arena teams nor join one created by an 80. Was this change intentional or was a result of an update?

P.S. This is on the Icecrown realm, and along with the Lordaeron issue about the brutal glad vendors, they aren't spawned in Area 52 either.

I am pretty sure it was never the case that players under 80 could create rated teams, you can queue Skirmish without problems however.
